國務院關於確保國家糧食安全工作情況的報告8月28日提請十四屆全國人大常委會第五次會議審議。報告提出，將從加強糧食安全保障體系和能力建設、加大農業保護支持力度、加快構建現代糧食產業和流通體系等8方面保障國家糧食安全。

China has proposed eight tasks to ensure national food security, including strengthening the country's food security system and capacity-building, increasing support for agricultural protection, and accelerating the construction of a modern food industry and circulation system, according to a recent report from the State Council. The report on work to ensure national food security was submitted to the fifth session of the Standing Committee of the 14th National People's Congress, China's top legislature, for deliberation on August 28.

糧食安全是關係經濟發展和社會穩定的全局性重大戰略問題，是國家安全的重要基礎。黨的十八大以來，黨中央把解決好十幾億人的吃飯問題作爲治國理政的頭等大事，提出“穀物基本自給、口糧絕對安全”的新糧食安全觀，確立“以我爲主、立足國內、確保產能、適度進口、科技支撐”的國家糧食安全戰略。近年來，我國糧食生產穩步發展，市場供應充足、運行總體平穩，防範化解重大風險挑戰能力不斷增強，糧食安全保障水平顯著提升。

當前，我國糧食安全仍面臨一系列風險挑戰，需要妥善應對。國務院關於確保國家糧食安全工作情況的報告顯示，需持續關注的風險挑戰包括：糧食供求緊平衡態勢長期存在，資源環境約束持續偏緊，科技創新能力依然存在短板，比較效益低影響農民種糧積極性。報告提出，下一步，要加強糧食安全保障體系和能力建設，強化糧食安全法治保障，推動出臺糧食安全保障法、耕地保護法。全面落實耕地保護和糧食安全黨政同責要求，壓實地方責任，加快形成更高層次、更高質量、更有效率、更可持續的國家糧食安全保障體系。

【重要講話】

保障糧食安全，要在增產和減損兩端同時發力，持續深化食物節約各項行動。要樹立大食物觀，構建多元化食物供給體系，多途徑開發食物來源。要嚴格考覈，督促各地真正把保障糧食安全的責任扛起來。

To ensure food security, efforts must be made to both increase production and reduce food losses, continuing to further prevent food waste. An all-encompassing approach to food must be adopted to build a diversified food supply system, and develop food sources in multiple ways. Assessment of officials' performance must be tightened to urge all localities to shoulder their responsibility for securing food security.
